The expedited path as implemented in the new ATR Beta is completely private in order to enable it for podlings. You would need to have 3 active mentors to give the truly binding IPMC votes. If those were not available then the second VOTE would need to be on private@incubator. The Incubator would need to discuss and write new guidelines.
The Tooling team would make the necessary adjustments to ATR.
