Dear Incubator PMC and community members,

I'd like to start a discussion about graduating Apache Training from the 
Incubator to become a Top-Level Project at the Apache Software Foundation.

Apache Training entered the Apache Incubator on February 21, 2019, with the 
mission to create high-quality training material for various Apache projects in 
an open source form. After more than 6 years of incubation, we believe Apache 
Training has reached maturity where continued incubation offers diminishing 
benefits.

== Project Achievements ==

Project Development:
- Developed a comprehensive library of training materials covering multiple 
Apache projects
- Created a standardized format for training modules that can be easily reused 
and combined
- Established infrastructure for building and distributing training 
presentations using Docker
- Implemented tools to manage training content and facilitate collaboration

Community Growth:
- Attracted contributors from various Apache projects and the broader open 
source community
- Built a diverse community representing different organizations and backgrounds
- Established collaboration with multiple Apache projects to develop 
project-specific training materials
- Created a welcoming environment for documentation contributors with a focus 
on quality content

Infrastructure and Compliance:
- Complete migration to Apache infrastructure
- All training materials properly licensed under Apache License 2.0
- Website and documentation properly branded according to Apache guidelines
- Established processes for contributing new training materials

Governance and Transparency:
- All discussions occur on public mailing lists (d...@training.apache.org)
- Decision-making follows the Apache consensus-based approach
- Regular project status reporting to the Incubator PMC
- Diverse and active PPMC with members from multiple organizations

We have confirmed the initial PMC membership and selected a chair/VP:

== Community Consensus ==

We have conducted a discussion on the Training community mailing lists for 
graduating as a Top-Level project, and the community has reached consensus for

== Project Scope and Future Plans ==

Apache Training will continue to:
- Develop shared material that can be used for training across Apache projects
- Create material about the ASF, how it works, and how best to contribute
- Focus on cross-project training resources
- Develop "labs" or "hands-on" exercises
- Improve infrastructure for building and distributing training materials
- Develop tools to manage training content

As stated in our original goals, we will not be establishing an official 
"Apache Training Program" with certifications, though this may be reconsidered 
in the future based on community feedback.
