These must be inside the incubator directory. Please: Move https://dist.apache.org/repos/dist/dev/grails/ to https://dist.apache.org/repos/dist/dev/incubator/grails/. Remove the release from https://dist.apache.org/repos/dist/release/grails/ (you can move them back to dist/dev/incubator/grails/.) Move https://dist.apache.org/repos/dist/release/grails/ to https://dist.apache.org/repos/dist/release/incubator/grails/.
