I think that this page should refer to the Foundation Policies and not restate.
The differences from Foundation Policies are generally found here:

The Incubator should not have parallel policies that may lag behind the
official policies.

There is no standard to how PMCs structure their release directory. Some are
flat and some have subdirectories for every release. And many have a mix.
