However, I could not find a link to the KEYS file on the download
page, and there are no instructions on how to verify downloads.

The table of download links is very difficult to use, as there is no
obvious distinction between the entries.
If you do want to cram them all together in a single cell, then I
suggest using abbreviations for the sigs and hashes.
e.g.  replace
apache-seata-2.3.0-incubating-bin.tar.gz.asc with ASC and the
corresponding hash name with SHA512
These nicknames can then be reference in the verification instructions.

Also, links must not use dist.apache.org. That is only intended for staging.
Sigs and hashes must use downloads.apache.org, and source/binary
artifacts must use closer.lua

Furthermore, snapshot versions must not be published on a download
page for the general public.
They are only to be advertised to developers who have been made aware
of the risks involved in using them.

Also, the green Tip paragraph does not mention 2.3.0.
