Hello Franklin, For a project to live at the ASF it needs to have a Project Management Committee (PMC) -- or initially during its time in the Incubator, a Podling Project Management Committee (PPMC) -- that actively develops and supports the project and makes releases. Specifically, to make releases (or vote on other issues) there need to be at least three members of such a committee. If there aren't, then the project can't govern itself properly and will be asked to find more people or be terminated. Three is the minimum and it is a good idea to always be on the lookout for interested contributors or else the project has a tendency to gradually shrink over time.
