FWIW, the incubator- prefix comes from the SVN days where all podlings were
under the incubator SVN tree, then had their own but named like a
subproject (which in all honesty to simplify ASF policies, podlings are
really just subprojects of the Incubator PMC, hence why IPMC votes on them).

As tooling has seemingly improved over time, it seems like we can map
repositories to the PMC that is responsible for them without relying on
naming conventions, which is a big step up.  What does concern me though,
looking at Hertzbeat, is that there's no mentions of the Incubator anywhere
to be found.  I'm assuming they're just getting stood up, but perhaps there
needs to be a way to cross reference that the repository belongs to
incubator that's visible to someone using that repository.

I think I'd be for it, but assuming we put up some guardrails for
podlings.  While its true repositories can redirect, it can be confusing
that they do.
