There is some git hook code that appears to protect certain tags by default.
However, I mis-remembered and such tags are prefixed rel/, not releases/.
So the project should be able to drop the incorrect tag.
It's not clear if the asf.yaml file can change the default protections (if any)
or merely add to them.
I've raised https://issues.apache.org/jira/browse/INFRA-25622 about the
asf.yaml documentation.
