I noticed the sponsor part of the proposal

IBM and Red Hat are the sponsors for the project.

I think this sponsor part referring an ASF TLP, which usually be the
incubator in here or other TLPs.
These two companies may provide support to the developers, but this is
not the meaning of the proposal.
