Hi, Supposed that I'd like to use semantic-pull-requests[1] app for validating PRs on GitHub. But it requires people with maintain permissions to enable. I'm unsure about our policy whether it's possible to file an issue on INFRA JIRA project to perform such actions (of course, with a PMC voting result).
