Thanks, Sebb. The correct KEYS file link should be https://downloads.apache.org/incubator/mxnet/KEYS, which comes from the release repo in dist.apache.org. @Serge let's restart the vote on general@ with the correct KEYS link.
By the way, the KEYS file on release repo looks to be old and to have diverged from other KEYS files we have in the github repo, so I went ahead and updated the release repo with the union of all keys in our version control systems, and also updated the KEYS in other branches in github [1] [2]. I also updated the release process document in cwiki [3] with the instructions to update the KEYS in all repos and branches, and to include the downloads.apache.org link for KEYS on general@ vote.
