The scala configuration file [1] appears to be a copy from [2] or its github 
source at [3].

    - LICENSE and NOTICE are fine
    - No unexpected binary file
    - ASF files have ASF headers
    - Can compile from source

    I would be interesting to know where this file come from [1] and I'd be 
curious to know why the BSD file [2] has "Copyright (c) 2020-2021, Apache 
Sedona” in it.

    The NASA license may need to be run past legal discuss to see if it is 
compatible with the Apache license.
