The key id is actually 1E9284D8B647DDE8 (or B647DDE8), not 95574000 The id is the last 16 (or 8) hex digits, not the first 8. Also the above URL is not guaranteed to contain the key (or even exist), should someone wish to revisit the vote thread much later.
