Then, new projects get to be dinged for yet another thing. If they have to re release once it can cost 10hrs easy. Some might simply not distribute the wrapper anymore. people are weird. NOTICE file particularly because some feel it is a credit thing. being listed or not listed is emotional. even if I dont personally care, I dont particularly want to converse with someone about why their name is not in there while takari is. This is why I think when we are changing enforcement, and clearly this is a change, we should think it through. This is important precedent wise.
