A quick addendum for the record. I created JIRAs (and patches where easy to do) for the issues that Josh pointed out:
- Remove the overreaching rat exclusions from the build ( https://issues.apache.org/jira/browse/METRON-768) - Clean up the license (https://issues.apache.org/jira/browse/METRON-767, PR at https://github.com/apache/incubator-metron/pull/478) Also, because I know this was a comment in a previous RC's voting (from John Ament), I want to point out that we did remove the old release from the dist area when we promoted 0.3.1 ( https://dist.apache.org/repos/dist/release/incubator/metron/).
