Keith's comment shows the importance of labels in the issue tracker (which
is a known limitation in ASF's use of GitHub issues) to try to reach out to
new contributors.

Does anybody have any other suggestions for trying to reach out and grow a
podling's community?

I found the following article on community building interesting. Its
annoying that we can not label issues for first time contributors in GH.
It would be nice to be able to label issues and then post a link to a GH
issue search to some of the places mentioned in the article.
