The technical permissions required is that you have to be any PMC chair (I'm currently the Lucy chair). For other TLPs, it would be expected that the PMC chair would do the updating. But for the Incubator, because the volume of podling committer adds is so large, it has long been the case that other Chairs will help out. http://incubator.apache.org/guides/mentor.html#who-auth-karma If no mentor has karma then an email should be posted to the IPMC private list requesting that the grant is performed. One of the IPMCers with karma will authorize the committer.
