Yup - @TheASF is an official voice of the Foundation overall, and Sally (and shared team) do a great job running it, and there aren't any changes expected there.
@ASFIncubator should be something the IPMC uses to talk about the incubation process and podlings specifically, as well as (perhaps) pointing to Apache Way or newcomer resources on the community.a.o website.
