To clarify, the Apache Software Foundation itself does not develop things - it "only" provides a space for its projects to do so. There's no technical direction or strategy at the foundation level. So, to incubate a project you'll need to find people who are interested in forming a community to work on these topics and propose an incubating project. Your email here can be a good start for doing that, but in general we only incubate projects who have an existing codebase and community - even if those are small.
