Hi,

Apache Flex is just voting on is guidelines (and is likely to pass
tomorrow) if you need something to base yours off. [1]

We didn't realise that we actually needed guidelines, but a couple of
things come up and we released we didn't know what the default rules
actually were and teh existing documentation doesn't make it 100% clear.

The default HTTP server project has a few unexpected things in it eg who
considered an active committer, only PMCs can veto code changes, only
committers and PMC members are encourage to vote and a few possibly
confusing terms eg "Lazy Majority" and possibly unclear rules on voting in
committers (consensus or majority?). I sure everyone on the HTTP project
knows what they and what's practised may differ slightly from what
documented.
