AFAIK, the comments wont work in twiki and data. Hence they are ignored in RAT maven plugin. The twiki is converted to html using doxia plugin which apparently has issues. There is also Apache Oozie with twiki pages that do not have ASL License headers.
The jar file is used in unit tests.
