After you add a file (and before commit), you can use 'svn propset' to set properties.
In addition, there are "auto props" in your personal configuration file. If people in a group don't have the autoprops set similarly, then your default props can (obviously) vary. Subversion 1.8 (*) will provide assistance with unifying autoprops across group members.
