The incubator is a project like any other. Its report should communicate
the health or otherwise of the projects community and should communicate
any information. The board should know about and make any requests for
assistance from the board.

Assuming the IPMC considers the Incubator to be in good shape the actual
line by line podling reports are unimportant other than being the outputs
of the incubator project.
