I don't understand the purpose of a vote here. Roy has stated rather
firmly that [2] is settled foundation policy. So, if someone wants to
reopen that question, don't we need to go to the board for a vote?
It's not an incubator issue, it's a contribution issue. Someone is
proposing to check into svn code that fails the 'voluntary' test.

Would some please clarify is this is *truly* a hostile fork? Is the
copyright holder willing to grant, or not? That is, I claimed, a
different question from 'there is a lack of consensus in the
development community for a fork at Apache.'
