Open an INFRA issue asking for the change.

Similar to https://issues.apache.org/jira/browse/INFRA-3876

Note that Hadoop type projects have a no reopen closed issues policy, so if
you are happy
to incur that change also, just ask to have the same as Hadoop 'no-reopen
patch available' workflow.
