A summit meeting presupposed that a relatively small number of entities have a relatively well-understood agenda.
It cannot work as a forum for 50-odd (!) people to try to find common ground. Now, what might these entities be? At Apache, I claim that the only appropriate entity would be an Apache PMC -- or, by a stretch, a PPMC. The direction of OOo at Apache will be set by the project -- with some oversight and guidance by the larger Foundation, to be sure. So it seems to me that this is rather premature. First there has to be a podling, and then it has to jell into a PPMC with a vision, and only *then* would it be in a position to summitize. If the ipmc votes against the podling, we're in novel territory, and in that case the Foundation itself might indeed have reason to open discussions with various and sundry.
