I believe the answer is the same for both of these questions, and with the question/caveat that it is possible: Not speaking for the Board, but this is what I'd lobby for: that we package up all the code that was granted to us, apply the ALv2, and drop the tarball onto archive.apache.org. Third parties could pick up that code under the ALv2 license, but it would never be a "released product from Apache". Other producers of OOo-related software could incorporate that code, should they wish. I know that TDF has said they would be interested, as it would help them transition parts to their more-preferred license choice (iirc, some TDF people have said they would prefer a dual-license LGPLv3/MPLv2 for more of the code). Nope. We have a license to the code to do certain things[1], but it is not transferable. That is: *we* get to relicense the code, but we can't pass that ability to others. But we can certainly apply a license that makes it consumable by the TDF.
