Ross, I hope I didn't jump the gun, but I've gone ahead and created JIRA issues to request infrastructure setup for Apache Jena (incubating).
Here's the parent issue: https://issues.apache.org/jira/browse/INFRA-3255 I think next steps are to collect desired user IDs and ICLA's for all new committees, and to update those issues with that information and push them along.
