The author of Saxon is in a public feud with Maven. He likes to claim that Maven publication violates his license.
If you go the route you quote, you have to publish it under your own groupId, and not his, and not Apache's. However, Someone published: <dependency> <groupId>net.sf.saxon</groupId> <artifactId>saxon</artifactId> <version>8.7</version> </dependency> and it's on central. I don't suppose that's good enough? If not, and your other question, I recommend opening a LEGAL JIRA (which gives clearer results in my experience than email threads on legal-discuss@).
