All poddling committers should have write access to the people.apache.org repository at /x1/www/people.apache.org/repo/m2-incubating-repository, so just copy the release artifacts there. These days though Incubator poddlings can also use the Maven central repository instead of the Incubator repository if you like so coping your artifacts to /x1/www/people.apache.org/repo/m2-ibiblio-rsync-repository will get them automatically replicated to http://repo2.maven.org/maven2.
The artifacts that get copied there MUST be from an official ASF release, so have been voted on in a release vote and meet all the ASF release requirements like being signed and contain appropriate LICENSE/NOTICE/DISCLAIMER files.
