Not necessarily. Java is what the existing initial codebases have been
written in and Java also seems to be the main focus of all initial
committers. There's been some discussion related Javascript code.

Other languages are certainly possible, but I'd rather keep the scope
focused for now and perhaps grow it later if or when there is more
community interest (and contributions) to implementations in other
languages.
