I don't have any specific experience with getting apache projects into linux
distro's, however I have in the past done some package management for RedHat
and Fedora.

The answer is usually pretty simple: Package it in the distro's format (deb,
rpm, etc) following the guidelines of that distro, and submit it following
their guidelines, for instance for Fedora that would be:
http://fedoraproject.org/wiki/PackageMaintainers/Join After the package is
reviewed and approved, your now the official 'packages maintainer' for that
package.

The alternative is to try to get someone else excited enough to do the above
work for you :) (either project members or by asking on the mailing lists of
the distro's).
