As you said, maybe the size of the project justifies his adoption by an existing one, like Apache Commons. In this case, is this the correct place (list) to ask if it can be done? I had a quick look at the Jeha quick start guide, and to me the scope looks too narrow to become an Apache project. That's just my personal opinion, other Incubator community members might differ.
