I am wondering, and i thought that Robert was agreeing,
that yes the dev list be primarily in English, but to lessen
developer fragmentation they could post in their own language.

Each PMC would need to decide whether to allow that
and which languages they can support.

I wonder if it would be appropriate to modify mod_mbox to
add a footer option to translate. That way any of our
mail lists could be immediately translated via
http://mail-archives.apache.org/mod_mbox/

Also all english-speaking developers could translate any
posting and reply in english.
