Yes, Sponsoring PMC is just an indication that there is some PMC that are willing (and somewhat expected) to supply Mentor(s) and guidance to the podling. If 2 PMCs are inthat position, then the Incubator PMC have less to worry about ;-) Where the project will eventually end up is a question to discuss along the way, and not needed to be decided upon near graduation.
