Strictly speaking, licensing doesn't need to be 100% correct until the code is
released, but it would be preferable to not commit the LGPL'd file in the first
place, since otherwise you have to monitor it carefully to make sure that it
isn't included in a release. So, to my thinking, it's up to the PMC whether it
wants to commit this now and remove the LGPL'd bit later, prior to any release,
or wait until it's removed before committing it.
