The incubator hosts lots of podlings - projects either new or new to apache. These podlings are the places where the actual work is done. Depending on how far the project is along to graduation, these are on the way to becoming self-organising communities.
So next take a look at the lists of projects currently in incubation (linked from incubator.apache.org) and pick one or two that take your fancy. Then subscribe to their development lists and ask them how you can help.
