The referenced message is not policy; it's a proposal that has yet to be voted on by the incubator PMC; and it's not even relevant to releases.

I think we only
need to keep this vote open for 72 hours, more +1s in this thread are
not required to release (although they're obviously welcome if people
want to have a look).
