Thank you for your advice and your willingness to provide some direction, appreciate it much.
Since I have a better understanding of what is possible, I and others have taken the project to Google code and we will start the growth of the community there. In the future if the interest of the project grows to a greater degree, we will possibly consider reaching out to ASF once again with community and code that is much more mature.
