A software grant is always nice to have and is required if the author isn't coming into the podling.
A CLA is needed if the author is coming on board. Once on board, attach the code in question to a JIRA and import it.

You bet. It's called provenance.

The grant is recorded in the incubator site under http://incubator.apache.org/ip-clearance/index.html once the secretary receives it and scans it.
