The alternative is to *not* release something, and then there should
not be a release vote, but a different kind of vote, or no vote at all....

Agreed, it's good for podlings to indicate whether they actually
intend to release the bits that they're asking us to approve, or if
it's just a step towards graduation, without an actual release.
