AIUI ActiveMQ is now a top level project (motion passed at the recent
board meeting) and the responsibilities of the incubator have now been
discharged.

ActiveMQ is now self-governing. IMO the incubator PMC cannot authorize
new releases and only ActiveMQ PMC votes are binding.

consider adding release notes copying the documentation available on
the download page.

a little unsure about the copyright claim in the notice file. IIRC the
legal team now think that this is inaccurate (apache does not ask for
copyright assignment, just a non-exclusive license). hopefully someone
more clueful will jump in and either confirm or deny this...
