For a project file to be published, an entry pointing to the DOAP file needs to be added to site-tools/trunk/projects/files.xml .
Yes, I know. In MyFaces we already did this. For our Apache Tobago subproject we do this too.
I thought there was early discussion discouraging putting incubator projects on projects.a.o, but I'm not putting my finger on the post.
