No/no (there are two questions in the first sentence). Not by default. We've also seen sub-projects that have struggled to get out of incubation. And the sub-projects that have grown into TLPs were pre-incubation. The board established the incubator for a reason. This discussion would be a lot easier if it were of the form "here's code that I would like to see at the ASF, and I'd like to participate and make use of it in the following manner... independent of where the code ends up".
