once an existing PMC decides to incubate a project there is no need for
the PMC to sign off on that; the project is then automatically in
incubation.

Some of the next steps include setting up the neccessary infrastructure.
We've a variety of ways to make a variety of requests for a variety of
things, please see www.apache.org/dev/ and go and ask for stuff. I'm
assuming any task backlog is going to get cleared at the hackathon.
