Apache projects can determine the compatibility by themselves. The main principle to bear in mind is that the license must not impose restrictions that go beyond the terms of the Apache License 2.0 Looking at the hsqldb-1.7.3 license it seems clear and okay. Apache Cocoon has been using it for ages. If your PMC has difficulty understanding a complex license, then your committers can try asking on [EMAIL PROTECTED] (only open to Apache committers). The other thing that your project must do is to conform with the terms of their license, e.g. provide a copy of the license; don't use their name to "endorse or promote"; etc. Look at some other Apache projects to see how they structure their license situation, e.g. http://svn.apache.org/repos/asf/forrest/trunk/lib/core/ Note how we have each license next to their *.jar file with the same basename. Also see our NOTICE.txt how we put them there if their license requires us to give attribution.
