My admittedly naive and simplistic view of the situation is that projects
adopting a federation approach now advantageously leave the door open to
changes in the corporate structure if the need arises or at least would
make such changes easier to implement.  Maybe such need will never
manifest and the Board will be able to oversee infinitely many well
functioning effectively autonomous TLP PMCs, but then again, maybe not.

Just a random thought. :)
