I'd suggest setting up cvs:committers/audits/ and putting the checklist in there, maintained by the Incubator. Each PMC can then refer to it for their work.
The Board can monitor what the PMCs are doing. If it looks like they're taking in code that should have hit the Incubator first, then we can deal with that.
I like this.
IIUC it would also mean that the Incubator project members should subscribe to the committers-cvs list, to help monitor and maintain the checklist.
