That's all the Repo needs to be. A filesystem layout and naming convention. That's all. With a spec, people are then free to go implement whatever they want to access it.
And historically, much success have been derived from such simplicity. Barring their Z-80 card for the Apple IIe, Microsoft's fortune was initially based on a glorified program loader and file system specification, namely "DOS".
