I tried to grapple with some of this in the first cut of an example incubator charter. See section six of http://nagoya.apache.org/wiki/apachewiki.cgi?IncubatorCharterDraft It may not by completely correct given the above, but if the above is the way it should be, then am happy to update if people give me the words. It would be great to get all this captured in this document so that the PMC can maybe formalise some of this stuff and we don't have to re-visit everytime someone wants to incubate something new :>.
